Attaching an email in an email

This is what I'm trying to do (I've seen it done before)...I want to write an
email for my boss to send to someone....all I want him to do is click "Send".
What I'm doing (and I guess I'm missing a step): I create an email for him
to send and save it (in Drafts). I then create another email to him
explaining the email that he needs to send and then drag the saved message
into that email. However, when he opens up the email to be sent, the "send"
button is grayed out. I'm hoping someone can help me out.

When you open the attached email, click on "Actions" then click on "Forward",
then the send button will become available. ("Fw" will not appear in the
subject line.)
