ATI driver eliminator?

I know for the nVidia, someone came out with a destroyer utility to remove
all registry settings and completely remove the drivers since sometimes
updating the drivers just updates some of the files.

Is there a utility like this for the ATI drivers?

Yeah, is there something like this? It seems that my computer hates
ATI. I can never seem to upgrade the drivers in one go. I have tried
various ways to upgrade, but it doesn't work.
If I just run the setup file without uninstalling anything, it goes
through the setup process and then restarts but in the Control panel,
my driver version remains the same as my old one.
And if I uninstall all ATI drivers and utilities from my system, and
then install, it still remains the same. I have to go through various
reboots, deletion of files, etc, installation/uninstallation...to get
it to work....and thats not even in all the cases. I upgraded from 4.8
to 5.1 but it still shows as 4.8 in my panel. :(
