Things to check: voltage setting(s)... multiplier setting...
overclocking FSB, which also overclocks PCI/AGP bus and hard drive
interface.

I have an A7V with 1.4G Athlon A, I think the same rev BIOS.

The Promise ATA100 interface in particular has very little margin... I
get subtle hard drive corruption over time if I overclock the FSB even
slightly; with heavy overclocking (more than 10 Mhz) Windows won't
start at all or the system reboots. You could try underclocking the
FSB to 95 Mhz, or 90 Mhz to experiment and see if it is stable.

I had a time finding the correct multiplier jumper setting since A7V
was originaly made for 1.2 Ghz max. Had to set jumpers for a strange
multiplier (I think 5x??) to get 1.4G operation. May be the same for
1.3G processor.

I also had a bit of a time getting my 1.4G T'bird to work at all: I
had to play with the voltage setting jumpers some to get the right
voltage for it. I think I wound up using a jumper setting .05 volt
higher than what the book said in order to get the correct voltage for
the processor (as read by BIOS) and stable operation.

Isn't the Athlon "B" a 133Mhz FSB processor??
