Windows XP Assigning Drive Letter to Removable Drives

Windows XP SP2 Home.
Is there a way in Control Panel-Computer Management-Disk Management to assign a drive letter which does not keep changing depending on the number of USB devices being either plugged or unplugged. ?
I have used this for changing drive letters . Is the answer to put them in their unique USB socket or something.
With the letters changing the scheduled backup software doesn't like it.
