Archiving email works on sent items only?

I have a customer that when archiving either manually or auto, the archiving
works fine for the sent items. (customer is trying to archive to a new
archive pst for each quarter) Again, the archive works great for sent items
but does NOTHING on inbox and subfolders. I am aware of the "modified date"
issue and I am having the customer look to see if that is the issue, but I
still don't understand why the sent items would work but inbox doesn't. Any
suggestions?
