Applying security policy...

Hello,

At bootup time I see "Applying security policy..." and in some cases this
goes on for 20 minutes.
This is for a standalone PC, not networked, Win2K, SP4. Internet connection
is though a modem.

On Googling around, I looked at events in Event Viewer

The Application and System logs have many events over several days.
But the Security Log is completely empty.

This makes me suspicious that some part of Win2K is corrupt (the registry)

What do I have to do to make progress as to what the cause is and how to fix
this?

The security log would not be relevant to your problem, but the other ones would
and you may want to search Goggle or Microsoft for Event Id's that indicate
system/application problems. First, run a virus scan on your computer using
current virus definitions to try to rule that out as a possibility. Then boot
into safe mode to see if the problem persists. If it does not, you have a
problem with a startup application/driver/service and you will have to use a
utility such as the msconfig utility that comes with XP to troubleshoot by
selective startup. Your secedit.sdb file may also be corrupt [Event Viewer
errors would help diagnose that]. See KB link for help on that topic. --- Steve
