Applying a group policy only when user logs into Terminal server

Ok here is my situation. I have remote users and local users who will be
using terminal server for one our accountting backend system.

I want to apply a group policy to all users when they log into terminal
server that will restrict several things.

I do not want this policy to apply to the users who are on our local lan
when they log into the domain.

Any suggestions?

Or does this even make sense?

This sounds like a normal enough scenario. First of all you need a dedicated
OU for all your terminal servers, then you can apply a Group Policy to that
OU in loopback mode which basically means that anyone who logs on to the
terminal server will get the restrictions but if they log on to their own PC
they will be unaffected. See this article for more details.
