Hi,

Let's say I have a Windows 2000 Server and I obtain 10
Terminal Server CALs to cover 10 client connections and
10 users.

Now, 2 of my users wish to run Microsoft Project via
Terminal Services, but the other 8 users do not need
access to Project. If I lock down the Terminal Server
according to the Microsoft article
(http://support.microsoft.com/default.aspx?
scid=http://support.microsoft.com:80/support/kb/articles/Q
278/2/95.ASP&NoWebContent=1) AND change the permissions
on the Project executable and its home directory so that
only the 2 users can run Project and no one else can, do
I still need to get 10 Project licenses?

Remember, Microsoft usually wants you to get a desktop
application license for each client that can access the
server.

No. Microsoft Office (and Project) are licensed based on
use. If you have 100 users, but only 2 specific people
use it, then you need 2 licenses, but only those 2 people
can use it. On the flip side, if you have 100 users, and
only 2 of those 100 use it at any one time, but all your
users will use it eventually, then you need 100 licenses.
Does this clear it up?
Remember, Microsoft usually wants you to get a desktop

Right, this is correct. Every device that uses terminal
services requires you to have a license. If you connect
with only one device, but you have 100 people connecting
to the system, then you only need one TSCAL. However, if
you have one user who connects through 100 devices, then
you need to buy 100 TSCALs.

The key phrase here is "Microsoft licenses its desktop
application products on a per-computer basis" not per
user. This means that, given my scenario, if my 2
Project users only access Project on the server from 2
separate terminals, I'm fine. However, if they need to
access Project on the server from more than 2 terminals,
I need to purchase additional Project licenses.
