I don't know what "similar problem" or "previous instructions" to which
you are referring since you didn't quote any of that post, but here are
a few things to try:

1. Go to Control Panel>Display applet and click on Themes and set to XP.
2. Go to Control Panel>System applet and click on Advanced>Settings
button. Scroll down to the bottom and make sure there is a checkmark in
the last box for "Use visual styles on windows and buttons".
3. The Themes service needs to be running. Start>Run>services.msc
[enter] and scroll down to Themes. Set on Automatic and start.
4. Look at the information here by MVP Kelly Theriot:
http://www.kellys-korner-xp.com/xp_t.htm#themes - Themes (Won't Load or
only Windows Classic is listed)

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

Then do a System Restore to before you installed whatever-it-was.
Start>Programs>Accessories>System Tools>System Restore
"Restore my computer to an earlier time"

If the whatever-it-was was a registry cleaner, don't use those. If you
don't know enough about the registry to do things in there by hand,
stay out and don't run automated cleaners.
