App in All Users Startup folder does not start for all users

Hi,

I am using Windows XP Pro. I have created an application that I want to run
at startup for all users. I added a shortcut to this application in the 'All
Users' startup folder.

When I logon as myself (an Administrator), my application starts
automatically.

When I logon as someone else (a member of the built-in Users group), my
application does not start automatically. I can, however, start it myself
manually.

Can anyone think of a reason my app would not start automatically for this
other user?

Does the limited user see the shortcut in the all users start menu, and can
they manually launch the app via that same shortcut?
