Anyone else having this problem with RC1 64bit burn ?

I wanted to upgrade Beta2 64 bit install to RC1 64 bit. I burned the iso
image to DVD in XP.
In XP I can read the new DVD fine on both of my DVD's.
Problem #1:
In Vista: on my HP DVD I can do a dir fine, BUT when I try to run
setup, it comes up to the " install me" screen - and that's it. I seems
like it's TRYING to do the install - after 3-8 minutes of "reading the
DVD like crazy" - it's back to the install screen. I 've downloaded it
twice and burned it 3 times. How can I run a "scandisk" on a DVD to
check it ?
In Vista: on my NEC DVD reader /CD reader I can't read it - shows a
"readme.txt " message as only file on it - although the file doesn't
really exist. The txt message is something about a UDF device - I
thought I saved that error message as a text file but can't find it ( 9
partitions on a few drives).
In XP I checked drive/media property and it shows that the DVD type is
DVD-ROM 2 sided. I select the SIDE tab and it shows ID label:
Type: UDF
Info: = the DVD label

Problem #2:
I just put the DVD into the NEC DVD in XP and I get a message " This
cannot be run from this Operating system. Please boot from the media" -
so the setup.exe file CAN sense that it's not vista - while in the NEC
drive. Why can't Vista read the DVD ? I can do a dir of the dvd fine
in XP on this NEC drive..
I just checked drivers in XP and both DVD drives have same 5 drivers
loaded.
In Vista when I click on My computer and it shows the devices: with the
DVD in the NEC drive it shows a DVD-ROM logo mounted in the NEC drive.
BUT when I check vista drivers, it shows only cdrom.sys. How come ?

Must I burn it in Vista ?? In which case I'd need to install Nero in
Vista.
I didn't have this problem with Beta2. I ran MD5 check on each download
and and it's OK.
In Nero I burn at 4x and verify it, BUT when it's burning the DVD
activity light goes on/off slowly. Why is dvd LED not constantly ON
while writing this DVD - media seems to start/stop/start/stop the entire
time that it's burning. I tried to raise buffer - it's at max of 80mb.
I checked HP - updated DVD to latest firmware - same thing.
So far all I've accomplished is that I've wasted 5 DVD's and about 12
hours of my time over the past few days.
Any ideas ?

Here's the readme.txt file I see on the DVD drive when in the NEC drive:

"This disc contains a "UDF" file system and requires an operating system
that supports the ISO-13346 "UDF" file system specification."

I just booted Vista x86 - same thing here.
The DVD drives show only cdrom.sys for a driver.
YET they see that the media contains 3.9gb

UPDATE:

I ran Nero Infotool from XP.
I'm burning the DVDs on my HP DVD writer, BUT ... that NEC DVD5700 drive
does NOT read +R media - which is what I'm using !! Ok, so how did I
know ??? I bought the DVD/CD reader long ago. Anyhow - at least now I
know WHY it won't read the DVD's I'm making on that other drive. Next
time I'll buy -R media.
