Any possibility for boolean operators in message rules?

My ISP filters a great deal of spam by adding the prefix [SPAM] to the
subject line (or, by deleting it entirely before it reaches my computer).
Unfortunately some of my legitimate emails are getting tagged as spam by my
ISP, so I have to accept all of them into my inbox.

Is there any possibility that boolean operators will be added to the message
rules so that I can do something like

IF subject line includes [SPAM]
AND NOT from line includes (e-mail address removed)
THEN move to junk folder

?

Although the message rules allow some ANDs and ORs,
the Boolean operator NOT isn't in the feature set.

Thanks for your quick reply...

I think the way I might end up doing it (if the operator NOT doesn't get
added to the feature set in future releases) is to concentrate on tweaking
Windows Mail's own junk filter and just turn off my ISP's junk filter. That
occured to me to maybe be the most elegant way to go. :)
