any impact when change of server language

The current server installed with window 2000 server English edition. I am
going to upgrade it to window 2003 Traditional Chinese Standard edition.
Will it affect the existing web page and attachments developed by Frontpage
2003 ? Besides, does the standard edition includes the component of
frontpage server extension ?

You will need to buy the same language edition of FrontPage
- and your host (or you if hosting the FP SE) will need to be running that language version of the FP SE
