Another Cannot Send Email Problem

I don't appear to be alone with this problem, but I can no longer send
emails. I get the following error:

An unknown error has occurred. Account: 'pop.east.cox.net', Server:
'smtp.east.cox.net', Protocol: SMTP, Server Response: '421
lakemtao03.cox.net connection refused from [IP]', Port: 25,
Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67

According to 2 tech support people at Cox the SMTP server is working
fine. I can also send mail via Cox's web email system and according
to Cox proves that it is a problem with my computer. I am running Win
XP with Outlook 2002 or Outlook Express 6.0. I am also running Norton
Internet security including Anti-virus. I have attempted disabling
both of them with no luck. I have not done any recent updates that
would cause it to stop working all of a sudden. I even used system
restore to return to a supposed good system with no luck. I also
installed Netscape thinking it was a windows issue with no sending
luck either! No Linksys router either.
Please Help!

No one had any help for me but I was finally able to get everything to
work by unistalling network protocol, disabling my on board network
card, and installing a new card.

Don't go that route. Cox is for some reason refusing to allow your machine
to connect - the error message contains what Cox's server sent to Outlook: "
421 lakemtao03.cox.net connection refused from [IP]". In other words, their
server is refusing to allow Outlook to connect. You need to talk to the Cox
folks to find out why that's the case. One possibility is that you're
connecting to the Internet through a non-Cox ISP but trying to access their
server. This is neither a hardware nor an Outlook problem.
