Annoying keboard problem - please help

Hallo,
At work our IT staff have just ugraded my PC to WIN XP SP2 which can be
configured to have either Italian or English as "Language used in menus and
dialogs" (Control Panel->Regional and Language Options->Languages).
The PC was originally configured to have an Italian Keborad attached to it,
but I am used to Swss German layout , the one with letters "Y" and "Z"
switched.
I have therefore connected it to my machine and, using Control
Panel->Regional and Language Options->Languages, I have deleted
the Italian keyboard and installed only the Swiss German one, which works
fine during the session.

The problem is that at Login I still can only toggle (Left Alt + Shift)
between Italian and English layout, causing me troubles when I use Z, Y or
other special characters in my password. Morever, when a new user logs on to
our lan using my computer, Italian layout is set by default, and the correct
keyboard must be installed for his profile.

Does anybody know a workaround or do I have to give up for good my preferred
keyboard?
