ANN: Another OpenNETCF code drop

I've just released code drops for the OpenNETCF and OpenNETCF.Windows.Forms
namespaces. This drop is largely bug fixes and feature enhancements.

What's Changed? The log isn't updated.

I updated the changelogs to now read right out of the source browser, so
they should always be current.

Offhand the MarshalEx changes a little, and several other classes were then
modified to use it, so the interface looks the same. I did a fair amount of
rework in the serial stuff. Otherwise I have no idea what other changes
were put in place by others.

The best I can offer is use Araxis Merge to diff the entire folders. It'll
show everything that's changed.
