Usually the "spin" emphasis animation is what you want to use. Click Custom
Animation on the Animations tab to open the Animations Pane. Select the
shaft on the slide, then choose Add Animation (in the pane) | Emphasis |
More Effects | Spin.

If the problem is that the spin doesn't happen in the right place (that is,
if you want the shaft to rotate around the end point), know that the objects
rotate around the center of an object. So the trick is to change the center
of the object by duplicating the shaft and aligning it end-to-end with the
original shaft. Then give the dupe no line and no fill so it's invisible.
Group the dupe and the original and apply the spin animation to that grouped
object.

You can change the direction and the number of times of the spin by applying
the spin and then right-clicking it and choosing Effect Options in the
animation pane.
