An unwanted exe file in launching and executing on my machine.

Get a Anti-Adware software and run it.
For now :
Click Start > Run
Type msconfig
Click OK
Go to Startup tab
Uncheck the entry that you find suspicious.

While surfing the web a program advertisement download to my machine and
every 10 minutes or so it launches and plays an advertisement. I have to open
Task Manager to stop it from executing. I have located the exe and deleted it
however it re-creates itself.

How can I destroy this thing so it can't re-create itself????? I'm hoping
there may be a solution short of reformating and re-installing XP Prof.

Your computer is infested with malware and you need to clean it up. Go
through these general malware removal steps systematically -

Include scanning with either Sysclean or Multi_AV, plus Ewido. Do all
prep/finishing work and follow instructions to do all scans in Safe
Mode.

When all else fails, run HijackThis and post your log in one of the
specialty forums listed at the link above (not here, please).

If the procedures look too complex - and there is no shame in admitting
this isn't your cup of tea - take the machine to a professional
computer repair shop (not your local version of BigStoreUSA).
