An inbox folder refuses to be deleted

I have an inbox subfolder that went buggy. It started when
no new mail could be moved into it. I tried deleting the
old mail from it and got an error every time. I renamed it
and moved it to the Deleted Items folder. I then tried to
permanently delete it but get a permissions error when I
do.
Anyone have an idea how to get rid of this. My only other
idea is to create a new PST and move everything else into
it.

Log into the computer as an administrator. You probably can't delete it
because you don't have the correct permissions.

How can one subdirectory (folder) of the Inbox end up with
different permissions and with me logged in as the only
administrator?
I think I had best create a new PST and copy all the good
stuff to it. What a royal pain.
