Always Dials a Connection

Okay, let's try this again. I found the "Never Dial a
Connection" option in the Internet Options settings. It
was already selected. However, my computer keeps dialing
out without me starting the AT&T connection app. It opens
the app itself and then proceeds to the "connecting"
dialog. This has been going on since I installed XP Pro
earlier this year. I would like to be able to work offline
without having to cancel the connection 5 or 6 times
before I can even get to "File"-"Work Offline". I have
searched help and support and cannot find a solution. I
did not have this problem with Widows 98 or ME.

You must have at least one other running application that tries to access to
the internet.

Likey candidates are:

Messenger
Virus File Updates
Automatic Windows Updates
etc

From a response by MVP Kelly Theriot to a similar question:
Right click My Network Places/Properties/Advanced (top toolbar)
/Dial-Up Preferences/Enable Auto-Dial by Location/Uncheck all
locations and check off always ask me before auto dialing.
Also, Disable autodial while I am logged on.

In the Enable Auto-Dial By Location dialog box, select each
location for which you want the automatic dialing feature
to operate. Reboot.

To view the list of names and addresses recorded by AutoDial, type
the following command at a command prompt: rasautou -s

To delete a name or address entry from the list: Start/Run/Regedit

HKEY_CURRENT_USER\Software\Microsoft\RAS Autodial\Addresses

You can delete any TCP/IP addresses that you see under this key.
Note that AutoDial can use IP addresses, DNS fully qualified domain
names (FQDN), and NetBIOS names.

That does not always solve the problem. If you on on a network and have
internet sharing with control granted to one or more remote PCs they and ALL
their internet service requests wiull also cause the dial up to start even
if you have set "ask me before connecting"
