Alternatives To FrontPage Controlled Website

I have used FrontPage 2000 for several years, and am comfortable with
it. I know it has been replaced now, but it still does a good job.

I am a member of a club that maintains a website using FP 2000 (Not
me.) The board wants to move to a more "open" environment where
individual officers and other members can maintain their own pages on
the site. They don't want to be locked into a program like FrontPage
where it is difficult for someone to step in temporarily and maintain
the site.

Is this feasible? I have not kept up with the latest in website
creation, so I am not much help in giving guidance. How much trouble
are they likely to get into letting many people maintain parts of a
site?
