alockout dll on Vista

Hi,
have an account that keeps getting locked out. Have seen info re
tracking down using alockout.dll . Have put the .dll in the windows/
system32 dir and run the reg import, but on the Windows Vista
(Ultimate version), the alockout.txt file that's supposed to appear in
windows\debug does not get built. Any idea how to apply this to track
account lockout with PC running Windows vista?
