All Icons Are gone and read (name of file).lnk

I was running AVG Free Edition and Spybot Search And Destroy ( Easy Mode ) when my computer came upwith an errormessage and said it needed to restart. When I clicked ok the computer restarted and ALL icons that were not file folders were a white page with little coloured shapes inside them. Even theones in the file folders and in my start menu. the only thing that still works alright is my e-mail. Even my internet explorer is like this, i was onlyable to access the internet because i tried restarting my computer again and it said that windows cannot run a power regulator and gave me the option to choose from a list or check the internet. Nothing has been recently installed, i also run norton internet security. Can anyone please help me get my computer back? it's only 2 years old. Many thanks in advance !!

Download and install Microsoft's TweakUI and under the repair section,
Rebuild Icons.
