All Groups are missing in Windows XP Pro

I have a Windows XP Pro PC that is being used in a home environment
(i.e. not part of a domain and with multiple users). The first symptom
occurs at bootup. The welcome screen does not display any users.
However, I can hit CTRL-ALT-DEL and login as any of the users. When I
go to Control Panel > User Accounts, no users are displayed. Same is
true when I go to Administrative Tools > Computer Management > Local
Users and Groups. There are no objects displayed. However, when I open
a Command Prompt and enter NET USERS, all the users are displayed.
However, when I enter NET LOCALGROUP, I get "System error 2 has
occurred." Therefore, I believe the problem is the missing groups but
I don't know how to fix it and have not found any answers in any other
newsgroup or website. Can anyone help me here?
