After SysPrep, Administrator can no longer log in

I built a new Windows 2k Pro machine, and then ran SysPrep.exe. I didn't
have any options, just ran SysPrep. I also did not join the machine to the
domain or anything like that. When I reboot the machine and set it up, I
can no longer log in as Administrator! It says "the local policy does not
allow you to logon interactively." This is true for the local
Administrator, and the Domain Administrator. However, if I log in as a
local user from the Domain, the system work fine (although they cannot
install any software). Any reason why this is? I have had this problem
happen to me know 3 times.

Check for a sysprep.inf file and see if there is anything in there that is
changing the Administrator password. Also, check to be sure you have the
right version of Sysprep. I believe that SP3 has a newer version
specifically for SP3 and above.

The problem doesn't seem to be a password. After sysprep I add the machine
to the domain. Neither the domain Admin or the local Admin can log in.
VERY weird. Any other suggestions?
