After SP4, no DHCP to Win98 clients

After upgrading Windows 2000 Server to SP4, Windows 98
clients are unable to get an address via DHCP.

The Windows 98 clients request DHCP via relay through a
Windows 2000 Advanced Server also at SP4.

netmon shows the Discover requests from Win98 client to
the relay, the Discover request transferred to the DHCP
server, and the Offer request back to the relay. There is
no evidence of the Offer request being forwarded back to
the Win98 client.

Event log shows Event ID 30022 for IPBOOTP. Data is 38 27
00 00.

All of this worked fine before SP4.

Any suggestions?

Marina,

In our case, no, WINS is only on the 2 root servers above this level on the
AD root, the child domain does not run WINS. (yes we give those WINS servers
out via the DHCP scope)

The whole company is run off a child domain in AD with the parent having
WINS and being secondary DNS

We're about to do a roll back on the DC, but it's a big deal in our
organization since we want to move forward on SP4
