After SP2, cannot launch programs from IE

After installing SP2, I can no longer launch programs
from Internet Explorer. The files I am trying to launch
are stored locally on my hard drive and are linked
directly from a webpage that is also stored locally on my
hard drive. I used to be able to launch these files
until I installed SP2. And yes, the pop-up blocker is
turned off. I also turned off the firewall for good
measure. I also tried the same thing on another computer
that has been updated to SP2 with the same results. The
files are (videos, pictures, and pdf's) all of which are
stored locally and none of which will launch through
Internet Explorer now. What gives?

Go to internet options..advanced tab..scroll down to security and put a
check in the first 2 boxes. The allow active content to be run from CD and
files.
