after rule leaves copy ofmessage

OLD 2002 -- win XP

I created a rule basic one.
when message arrives
with certain words in subject
move to folder

it does this but leaves a copy in the folder it would go to normally.

have folders

inbox
fold
fold
foldboat
fold
and so on

I have a rule that says when arrive if recipient is Example.web.com move to
fold
works fine
have another rule that says if words in subject line are "example subject
line" then move to foldboat

now I have a copy of the email in foldb and foldboat

what am I doing wrong.

You must sort your rules and add the action "stop processing rules" to your
rules. This will prevent duplicates when both rules apply.

I understand but this won't work for me.
I have 11 rules and can't stop processing them.
Others rules would need this type of action also, so stopping the rules
would stop any subsequent rules that are needed.
Even If sorted I would be eliminating some rules.

In addition to what Diane said; note that rules only stop processing when
the rule applies. When the rule doesn't apply it will go to the next rule.
