Advise me, how replace protected dll file

Windows XP SP3: missing file QUtil.dll (from System 32\dllcache\)

This problem appeared after uninstalling Adobe products and defragging.
Computer can currently open browser, and works ok, but surprisingly, can not
open the Network Setup Wizard or Network Connections control panel and I
wanted to sort that out.

1) Tried getting the computer's IP information using the command
Run > CMD
IPCONFIG /ALL
error message: .... the command could not run because of a missing file
called QUtil.dll
This same error has occured before.

2) Attempted to run System File Checker to check for any missing windows
files on the computer
a) Placed Windows XP CD in the CD-ROM Drive and closed autorun screen
b) Start > Run > SFC /SCANNOW and pressed Enter to start the System
File Checker for Windows XP)
This was supposed to reinstall missing files on hard drive, replacing them
from from the XP CD
but it stalled several times, because (protected file) qutil.dll was "not
found".

This confuses me as I can see qutil.dll is in System 32\dllcache\
(so I reckon it is either "not registered" or that file is corrupt).

[By the way, A reply to a similar post included the options :-
/SCANBOOT Scans all protected system files at every boot.
/REVERT Windows XP: Return to default settings.

but I got the message
".. not recognised as an internal or external command"
in both cases]

3) I downloaded a new qutil.dll and stored it in a folder but I gather it is
not self-registering and cannot simply be pasted into System 32. I need some
advice on where to go from here.

4) I tried "Replacer Cmd" but it would not allow the "drag and drop" removal
and replacement of this DLL.

It may not be relevant but a "free scan" told me that my computer has

If that file is the only problem for you, it my be elsewhere on your
system. Assuming your boot drive id C, it should be here normally:

C:\windows\system32 <-- should be here

There may be a copy here or here:

C:\windows\system32\dllcache <-- might be a copy here

C:\windows\servicepackfiles\i386 <-- might be a copy here

Try that and if not there, can you copy one from another system (using
a USB device or floppy) or you can expand one from your XP
installation CD. We can help you do that if needed.

Laugh out loud at the free scan for problems sites - they will always
complain about something to lure you into buying their product.

Why this file is missing is another investigation, so I also suggest a
decent scan for malicious software that may have contributed to your
issue:

Download, install, update and do a full scan with these three free
malware detection programs:

Malwarebytes (MBAM): http://malwarebytes.org/
SUPERAntiSpyware: (SAS): http://www.superantispyware.com/
AVG (AVG): http://free.avg.com/

Thank you for your reply. You were right. But, (see below), all cleaned up
now, so what next ?

Following your advice the results were these:-

1) Malwarebytes found 7 minor items, (Rogue error cleans, Trojan fake alert
etc.) which it successfully removed. (I can supply the details if you think
they are still relevant).

2) SUPERAntiSpyware found 1 Adware.Tracking Cookie which it processed and
removed

3) Downloaded AVG free
Before installation message requested that I uninstall the other antivirus
program, [Avira Antivir Personal (Free edition)], before installing AVG, and
restarting. Did that but after attempting install got message

AVG Local machine: installation failed
Installation:
Error: Action failed for file avgwdsvc.exe: starting service....
Error 0x800736b1

Various postings suggest this problem is AVG specific. So, I noted, (but
have not applied) a possible solution to the AVG posted by a techie, (see
smaller print way below).
Decided not to go through that loop, (unless you tell me I should), because
......

Reistalled Avira Antivir without a problem
Ran a scan with that, and got
No detections/suspicious files/Hidden objects
Warnings: that 2 files could not be opened, (which I did not regard as
serious).

Begin scan in 'C:\'
C:\hiberfil.sys
[WARNING] The file could not be opened!
[NOTE] This file is a Windows system file.
[NOTE] This file cannot be opened for scanning.
C:\pagefile.sys
[WARNING] The file could not be opened!

I originally started all this because a missing DLL file was blocking
various actions and I still do not know how to sort out the loop, that I seem
to need the file to be present to be able to replace it.

To check if anything was improved I ran
Run > CMD
IPCONFIG /ALL
and got same mesage about missing file QUtil.dll

Where do I go from here ?

AVG "fails to start" solution

If you received the following error message after installation of AVG Free
Edition and the program does not start, it is usually caused by corrupted or
missing Microsoft redistributable files, that are necessary for correct AVG
Free Edition function:

incorrect. Reinstalling the application may fix the problem.

To resolve this situation, please take the following steps:

Open menu Start -> (Settings) -> Control Panel -> Add or Remove Programs.
In the list of installed programs, please find Microsoft Visual C++
Redistributable 2005 and uninstall it using the Remove button.
Restart your computer.
Download and install the Microsoft Visual C++ Redistributable 2005 from the

Run AVG Free Edition.
Note:
In case the Microsoft Visual C++ Redistributable 2005 can not be installed,
the issue can be caused by corrupted Windows Installer. This can be fixed by
downloading and installing the Windows Installer package

If it is still not possible to install the Microsoft Visual C++
Redistributable 2005, please refer to the troubleshooting of Microsoft

Once the Microsoft Visual C++ Redistributable 2005 is installed correctly,
it will be possible to run AVG Free Edition.
