Advanced Tab not showing up in Regional and Language Options

I am currently trying to figure out a way to have the Advanced Tab show up on client machines that do not have administrative access. My users need to be able to change their Non-Unicode settings and without being admins they cannot do so. All systems are Windows XP Pro with Windows Server 2003 managing the GPO. Did not see anything in Group Policy that addresses this issue and I am also looking for a place to download administrative templates that other people have created. Is there such a place?
