Adminstrator question Windows XP

Hi...I need to enable my task manager by way of my adminstrtaor account in
Windows XP. When I do CTRL ALT DLT this error message pops up:
task manager has been disabled by your adminstrator. Can anyone help me to
enable this so I can stop some "behind the scene proggies from running?"
