administrator vs. user w/ adminstrator rights

On at least two occasions I have been unable to perform an operation using
my user account with adminstrator rights, but I could perform the operation
when logged on as "adminstrator". I don't think I've changed any default
rights. I was unable to install Norton AV and couldn't update Office XP
from my user account. Any ideas what this is about?
