administrator security issue with xp pro

Hello

Forgive long post. A friend of mine asked me to look at her pc. This is a month old XP Pro SP1 gateway. She is getting permisson error msg when she goes to device manager. The exact msg is ... "you do not have sufficient security privileges to uninstall devices or to change device properties or device drivers. Please contact your site administrator, or logout and log in again as an administrator and try again." Another error is when trying to view security event log... "Unable to complete the operation on Security, A required privilege is not held by the client". This happens under Administrator account also. Both administrator and her account are in administrators group. I was able to change the admin password with her account and enable security auditing. I did that to see if she would get permission errors. Somehow it seems like security is messed up on her box. This is a standalone pc part of default workgroup (mshome). She hasnt made any winupdates because her internet is down.

I have been searching internet and found some posts. One guy suggested this kb article http://support.microsoft.com/default.aspx?scid=kb;EN-US;313222 . I think its all i need, but i wanted to post her to get more ideas about this. I never came across this in w2k or xp
