Administrator rights

I'm logged in as the Owner (which says administrator). I have Windows XP
Home 2002. When I go to User Accounts - it shows the Owner as being the
Administrator. I am able to add and remove programs using cds and generally
from the internet yet when I try and download some software from my internet
service provider, it tells me that I have to have administrator rights and
won't let me go any further. My ISP say it's not their problem. Any
suggestions? Thanks

I would suggest that you make an new account with administrator rights
instead of using the built in Administrator account....
