Administrator Rights

I am having to give local administrator rights to domain
users before they can access Office XP. Is there anyway
to get around doing this? I tried granting them power
user rights; however, that doesn't work.

Are you in an Active directory?
If you are only locally installing, then they shouldn't
need admin rights.
Could you give your network config?
