administrator "access denied" error

When I tried to excise my system administrator power like changine the System
Configuration Utility, run msconfig, I get "access denied" error "use an
administrator account to make the specfied changes." But I am the system
administrator per the control panel/user group. So how do I correct this
with the system seeing me as the administrator?

OS: XP pkg2
Systems: laptop and a desktop (see the same problem on both system)
Multiple user accounts but I'm the only administrator. Correction, I just
rechecked the laptop that I'm writing this from and did have one other
account that also had administrator access which I have just changed to
limited without rebooting.

You might be one of the administrators,but not really running as the
"administrator" the s makes all the diffrence in windows OS.You can,tap the
F8 key on start-up or restarting,select safe mode,open xp as administrator,
make youre adjustments...

Ugh your right, in full mode it shows the other account with a given personal
name and limited status but in safe mode this account name is titled
administrator and has administrator status. How did this happen? Did I
create this account wrong? Sorry for all the questions but this seems like a
bag of worms. Do I just go into safe mode rename the administrator named
account to the personal name, and then change the privilege, right?
