Additional Actions.. right mouse click

When right mouse clicking on a contacts name that sent an email, there is an
option for "Additional Actions" and in my case it is empty.
Option also appears in other parts of Outlook 2003.

WHERE can I add or customize this option?
If I can't what does it do?? I am stumped; have looked up information but
have not been able to find anything.

Customization Example:
Additional Actions: how about add email to contact or add "contact" to
email, etc..
