Is there a way in GP to add domain user accounts to the local administrators
groups on our client machines?

Yes, that is possible. Have a look at the "Restricted groups" feature of
in the "Computer Configuration" settings at gpedit.msc. Google might
find a lot of howtos for configuring that.
