Adding users remotely to desktop on domain

Is there any way to add a user on windows 2000 desktop on
a mixed windows 2000 domain through Cisco vpn without
radius.

What do you mean by "add a user on Windows 2000 desktop"? What's a "mixed
Windows 2000 domain"? Do you mean mixed mode?

If you mean, can you join a VPN-connected computer to your domain, the
answer is no unless you're using a site-link VPN (not VPN client software).
