adding expandable shortcuts to folders on XP Start Menu?

In Windows 2000, it was possible to add expandable folders to the Start
Menu by creating shortcuts to the folders. If you hovered over the
shortcuts you'd get a submenu of the folder contents, just as you can
with My Documents and others.

In Windows XP I have not been able to add expandable folders to the
Start Menu. I can create shortcuts to folders there, but I do not get a
submenu of the folder contents when I hover over them.

Where am I going wrong?

Don't use the New -> Shortcut wizard to create it. Open one window to your start menu folder,
another to the parent of the target folder. Right-click & drag the folder to the Start Menu folder
& choose 'Create Shortcut' when you release the mouse button.
