add remove programs

whenever i open add remove programs i get the window open,
with no contents the only thing in the window is the title
bar that says the following...

res://sp3res.dll/default.hta

I have tried numerous things to try and fix the problem,

-associating dll's
-sfc / scannow
-run the recovery console
-intalled sp4
-run adaware
-run spybot

and to no avail, any and all information would be greatly
appreciated

With Administrative Privileges do this

Windows 2000 In-Place Upgrade


*Check your CD-ROM for bootability
(The very beginning of booting up is called POSTING)
Note: During posting, Ctrl+Alt(hold)& Delete(tap) can be used to
start over.
1. Enter BIOS tap the Delete key at POSTING several times.
2. Usually Advanced CMOS (Complementary Metal Oxide Semiconductor)
3. Find and change first Boot Device from Floppy to CD-ROM
4. F10 <enter> to Save(usually)
5. Place Installation CD-ROM in tray and restart (Ctrl.+Alt.& Delete)
Note: If by chance the CD-ROM is NOT Bootable, it will boot normally,
and not load the bootup sequence. If not, use the four bootup
floppies that came with system. If you do not have any, regular
format 4 floppies with NT computer, and notice that the bad sectors
are zero. The files at www.bootdisk.com. Mark your floppies 1/4, etc.
so the order doesn't get mixed up.


Begin:

1. Boot with CD-ROM or Boot Floppies.
2. Choose "Set up Windows 2000 now" (not repair)
3. (When prompted)Insert Installation CD
4. Press Enter
5. Press F8 to agree with EULA(end user license agreement)
6. Press "R" for REPAIR.
7. Press Enter (Remove last floppy) to copy files from CD
8. Press Enter at prompt (this will take a few minutes)
9. Prompt for language (press Enter)
10.Enter CD Key number at prompt.
11.Setup, installs components (takes a few minutes)
12.Press Enter at "Finish" Prompt to reboot

Note: This will reset passwords and reset user passwords to "blank".
You should set the Administrator password, and one more administrator
account for an alternate in case the primary account fails. These
should be strong passwords (10 or more alphanumeric characters). This
also rolls back you Service Packs and Hot Patches in OS, and in
Internet Explorer. Look in your Add/Remove Programs in Control
Panel).

However, doing an inplace upgrade DOES replace Microsoft OS files.
So you will need
to reapply your service pack, reinstall IE, and reinstall security
updates.

You would do well to go to www.belarc.com, download, and install
Belarc Advisor. After reinstalling SP4 and all Updates necessary to
run YOUR system, run the advisor to see if all of the Hotpatches
took. Sometime, for a multiplicity of reasons, some will not be
complete. There is a link next to each. Click on the ones that have
an "x", so they can be reinstalled. After, you should run Advisor
again, and print one copy for all of the information it provides.

You might also want to institute "strong" password protection. This
really should be done as an automatic from Microsoft, but they
suggest that you not use the Main account for anything except to
correct and change administrative items. Also, a second account
should be instituted to get into the OS in the case of the main
account being corrupt or the password not being accessible. Your main
account(s) should be normal users with limited privileges.

Remember to go back and reset your first boot device to Floppy after
Inplace Upgrade is complete...
