Add/Remove Programs

I am not sure when but when I click on the Add/Remove
Programs Icon in Control Panel nothing happens. It won't
open.

This is Windows 2000 server run as a Terminal Server.

I am having the same problem on a Win2k Terminal Server as
well. Its currently running in Remote Admin mode. When I
open Add/Remove Programs nothing happens, but in the task
manager under processes I do see the mshta.exe process
running. I tried reinstalling SP4, as well as running
sfc /scannow and sfc /purgecache. All to no avail. Any
help would be greatly appreciated.
