Add / Remove Programs panel empty

My Add / Remove Programs panel is empty, not with a space as described in
other threads, but completely empty. The navigation on the left side shows
correctly.

According to article KB266668 I did the following steps.

Re-installation of Windows XP SP2 with CD-Rom.

Point 1) and 2) were successful and therefore 3) not necessary.

4) due to the new installation I had IE 6 on my system. These steps failed.

5) The mentioned registry keys „uninstall“ and „APRCache“ contain a lot of
entries.

Here the information about the registration of the individual keys mentioned:
1st group:
the first 4 keys could be registered
the next ones, starting „Program Files ...“ and MSdart32.dll showed
following message:

Load Library ("C:\windows\system32\Msdart32.dll") failed - the mentioned
module was not found. (my translation of the German message)

I had this message with the 3rd and 7th key of the second group as well,
which is
Msvcrt.dll
Indicdll.dll

the keys showing in brackets "not registerable" showed me following message:

loaded, but the DLL-RegisterServer-Entrypoint was not found. File could not
be registered (this is my translation from the German message)

All other keys have been registered.

The key:
HKEY_CLASSES_ROOT\CLSID\{352EC2B7-8B9A-11D1-B8AE-006008059382}\InProcServer32
is in the registry and shows these entries:

Standard REG_EXPAND_SZ %SystemRoot%\system32\appwiz.cpl
ThreadingModel REG_SZ Apartment

Hoping somebody out there can help.
I have put this information is in the German group as well.

Unfortunately it didn't help. I even have not found the mentioned file
sysoc.inf ,
Nevertheless thanks for trying to help.

Perhaps you didn't do step one; "unhide all files". That would prevent
you finding it.

Open Folder Options, either from the Control Panel, or from the Tools
option in Explore. Click the View tab, select "Show hidden files and
folders". Deselect "Hide protected operating system files
(Recommended). Then try the instructions at the link again.
