add remove programs and disk defragmenter disabled!!!!

Help... I think I might have a virus or something that has disabled my add
remove programs and other programs too. When I open up the control panel (old
view) the icon isn't there, when I open it up in category view I can click on
it but nothing happens.

My disk defragmenter doesn't work now either. It comes up w/ this error
message in a MMC window: "MMC failed to initialize because it was installed
incorrectly or beacsue a portion of the registry has become corrupted. Make
sure the file mmcndmgr.dll is registered by running "regsvr32
%SystemRoot%\system32\mmcndmgr.dll"

I ran this and this came up in RegSvr32 window:
"C:\Windows\system32/mmcndmgr.dll" is not an execuatable file and no
registration helper is registered for this file type.

Someone please help. My computer is getting slower and slower by the day.
I'm running XP SP1 (Everytime I try to dl SP2 [3 times] I get an
unrecoverable error and have to format my drive and start all over).

At minimum, run the malicious software scan free from microsoft and perhaps
also go to an antivirus site and scan for viruses
