Add printer operation could not be preformed

Using the add printer wizard. "The operation could not be preformed" then
stopped.

Q314876 said be sure printer spooler was started. It was, I still connot
install a new printer

What make and model of printer are you trying to install? Were any printers
previously installed? How are you going to connect the printer to the PC?

The printer is an HP 895 cse on lpt1.
This is on a notebook, and a temporary printer. when in the office there are
network printers

although I cannot install ANY printer. the error just says "operation cannot
be preformed:

are there any errors if you install from a cmd window

cscript %windir%\system32\prnmngr.vbs -a -m "HP DeskJet 895Cse" -p
PRINTER -r LPT1:
this should return
Microsoft (R) Windows Script Host Version 5.6
Copyright (C) Microsoft Corporation 1996-2001. All rights reserved.

Added printer PRINTER

If this works now comes the big task. Can you open the printers folder and
see this printer? (hit F5 a couple times if it's not there)
