Does this animal exists?

The ability to extract Add-ons that have been used by Internet Explorer to a
text file?

You can use this program that will list BHOs (browser helper objects) and
you can copy the list to your clipboard, paste into a text editor (i.e.
Notepad) from there.

BHO Demon will provide much more info about each BHO, but info on them can
only be stored in a .txt file for each one individually.

However, your best bet would be to use SnagIt - http://www.techsmith.com to
capture the scrolling window in IE's Tools...Manage Add-Ons dialog box, then
export the capture as text.
