Add ons

I am receiving a message - just below the tool bar - that IE is running with
add-ons blocked. ( Vista Home premium). when i check the manage add-on's
table it appears that all add-ons are enabled. is ther an over-ride I am
missing? How can I enable the add-on's? I am trying to access MS
Communities but cannot until I solve this issue.
