Add a "join my list"signup tag with a customized signup form,how?

Hello , i want to use a program which helps me to comunicate with costumers
by sending them an email with offers and so on.At the first stept of useing
this program says:"Add a "Join my list" signup tag to your website with a
customized signup form.You select what to include on your signup form, and
which fields are optional and manditory".
I have FrontPage , the problem is that the site is made by somone so i dont
know how to use FrontPage.I never worcked with it.
How can i make a signup form with Front Page?
How can i add that tag in FrontPage?Can you please tell me the steps?
Lets say i have the form but i only need to add this"Join my list " tag ,
how can i do with FrontPage?

With your Web/Site opened:

Go to the page you want the link on, type: Join My List, then highlight the words you just typed, right click, choose Hyperlink, then select the page that your sign up form is on, ok ok done.

Making your third party form work may be another issue.
