ActiveX controls & windows update

I can't use windows update or Macafee; I get a message
saying ActiveX can't run because my security controls are
two high.
But I've done everything Microsoft & Macaffe's sites
suggest to change security levels.

Has anyone had a persistent ActiveX controls problem lie
this?? Thanks!

You may be getting this message because some FireWall or security software
installed are blocking it.

I'm trying to help someone who is also getting this
message when trying to do Norton Anti-Virus updates.
Everything Microsoft and Symantec have suggested has been
tried. Have you found a solution ?
