ActiveX Controls Prohibiting Norton from loading

I have Norton SystemWorks 2003 and when I try to open it, I get a message
telling me that my security settings are prohibiting Norton from running
ActiveX controls. When Norton opens i get all the links and everything but
none of the links are active and Norton AntiVirus wont refresh or load
anything, its like I'm just looking at a picture. Please help
